Julia Haart was born in Moscow, Russia, on 11th of April 1971. When she and her parents moved to Monsey, New York, she was only three years old. She was living in an increasingly ultra-Orthodox neighborhood by the time she was 11 years old. Later, her parents converted to ultra-Orthodox Judaism, which led to the birth of seven additional children by her mother.
During her time in Brooklyn, Julia attended the Bais Yaakov Academy, a Jewish boarding school. She was fascinated in fashion design from a young age. She was able to self-learn how to sew by the time she was sixteen, thanks to fashion publications. When she was 18, she legally became Talia.
From the 1990s to the 2000s, Julia worked as a Judaic Studies teacher for over a decade. Talia Handler was her name at the time.
